As of now according to your budget and requirements I suggest the following -
1. Dell Inspiron 15 5000 - If you are on a strict budget and want everything with a solid build quality and genuine Windows 10.
2. Lenovo IP 320E - Its within your budget and has identical configuration as the Dell model but comes preloaded with Microsoft Office Home & Student 2016 in case that serves you any purpose then its a bargain deal otherwise go for the Dell model which has better build quality.
3. Lenovo Ideapad 320E IP 320-15IKB - Its 5K over your budget but will give you an Intel i3 7th Gen processor along with a Nvidia GTX 920MX which will serve you best for this budget when it comes to gaming and even other processing work just in case you need it.

Feel free to ask any further questions. If that works then just clean the connectors on the RAM with the help of a new pencil eraser, plug them in and again reboot the system as this issue is either related to the RAM or the CPU out of which the CPU seems to be working fine or else the system wouldn't have booted as you said a few days back. The RAM connectors might be dusty and hence causing issues which is a common problem.
If the HDD would've been faulty then your system would've booted up and given you an error saying to insert a media with an OS to boot into so the HDD is not the issue here. Slight sound from the HDD is normal its only worrisome when the sound is too high indicating a failing HDD.Vishvesh Mishrahttps://www.blogger.com/profile/09840492691656796564noreply@blogger.comtag:blogger.com,1999:blog-1247472967559941069.post-43967360101271734492018-04-15T18:14:24.057+05:302018-04-15T18:14:24.057+05:30Sir sorry to tell that these method fail to fix th...Sir sorry to tell that these method fail to fix the problem. There is no burnt or bent or broken component on the motherboard and cpu. I eliminate graphic card and ram as they don’t affect the problem when I plug or unplug it. I eliminate psu as I have tried a short circuit method that I found. The psu run normally and constantly without any issue so I think it’s not psu problem. Actually the computer is faulty 3days ago but I successfully switched on the computer the day before yesterday and used it normally. But, the problem happened again yesterday. I heard that when I tried to boot the computer, the light turn on for about 2-3seconds and there is a quite clear sound from my hard disk. I don’t know does it mean anything. After that, everything turns off and the situation happens repeatedly. Sorry for bothering you sir and thanks for your help.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-1247472967559941069.post-23704289605876019222018-04-08T17:55:22.501+05:302018-04-08T17:55:22.501+05:30Hello,
Pardon me for the late reply as these days ...Hello,
Pardon me for the late reply as these days I'm not having access to the internet much.
Well this can be be due to range of problems but as you said that you've checked you RAM, Graphics card and PSU already so I will eliminate them from the list here. Hope you've checked them thoroughly especially the RAM and PSU. I'll suggest a few steps to you which you should follow in the order mentioned and see which one works for you.
1. With the power off make sure the 4 or 8 pin CPU power cable is plugged in properly. If its all ok then try to boot up the system.
2. Unplug your PC from the main power supply and remove the CMOS battery from your motherboard, jump it using the jumper pins provided on the motherboard only or just place it over any fan header for a few seconds. Place it back now and with one RAM stick only and no graphics card taking the display from your motherboard if its an Intel platform boot the PC and see if it works.
3. In case the PC boots after the second step then install another RAM stick if you have two sticks originally & boot again. If the system boots then now insert your graphics card and boot again if it does then the BIOS was the issue and has been fixed.

Now if these don't work then remove the CPU and check for any bend/broken/burned pins on the motherboard in case of Intel or on the CPU in case of AMD. If it seems to be fine then check the motherboard for any physical defects like a burned or leaking capacitor/choke near the VRM area. As these can mainly be the reason.
If all this doesn't give you any result then check your PSU with another PC to make sure that all the wires are working properly as it can be a PSU issue in the last case.
Update me if any of these steps solve your problem.
